Housing Ohio 2023 will be COHHIO’s first-ever hybrid conference with both in-person and online options!

Housing Ohio is COHHIO’s annual conference to convene advocates, practitioners, and experts to explore new and innovative approaches to ending homelessness and expanding access to affordable housing in Ohio.

After two virtual conferences in 2021 and 2022, we will return to a live event at the Sheraton Columbus at Capitol Square, our long-time venue, with in-person plenaries, workshops, exhibit tables, and networking opportunities that has made this a must-go conference for nearly three decades. We will also have a virtual Homelessness and Housing 101 track geared toward entry-level and frontline staff. Stay tuned – more details to come in early 2023!

Join HJN for a listening session to learn more about HUD’s proposed Affirmatively Furthering Fair Housing rule!

This session will provide an overview of the proposed rule, with a focus on:

public housing authorities’ obligations and responsibilities;
community engagement opportunities for HUD assisted households; and
the new complaint and enforcement process.

Who should attend?

HJN attorneys and advocates who are engaged in fair housing advocacy (or want to be), represent HUD assisted households, or work with tenants, organizers or community groups who are trying to improve PHA and/or fair housing policies in their communities

What will we discuss?

We look forward to your participation in a facilitated discussion about the rule and strategies for submitting comments. Some questions to consider:

What different or additional regulatory changes to the rule would be more effective in increasing tenant protections, emphasizing the voices of affordable housing residents who are members of protected classes, and preventing displacement and/or evictions?
Does the rule provide for meaningful community engagement?
Does the planning process provide for a robust analysis for PHAs to examine their own policies and practices? Does it provide for a robust analysis of other program participants’ impediments to fair housing? Does the process set goals for overcoming systemic and longstanding inequities in their jurisdictions?
What clarifications or improvements are needed to the compliance and enforcement procedures in order to provide for meaningful compliance with the AFFH obligation?

FIXER-UPPER: HOW TO REPAIR AMERICA’S BROKEN HOUSING SYSTEMS

The nation’s growing geographic, economic, and demographic divides are reflected in and exacerbated by inequalities in housing markets, argues Jenny Schuetz in her new book, Fixer-Upper: How to Repair America’s Broken Housing Systems. At this event, Schuetz, a senior fellow at Brookings Metro (and former Meyer Fellow at the Center), will discuss the structural problems within US housing systems that contribute to widely disparate outcomes. In addition, she will offer practical—but politically challenging—policy changes than can help build a more equitable and healthy country by providing stable, decent-quality, affordable housing for all. Christian Dorsey, Vice-Chair of the Arlington (VA) County Board and Chair of the Metropolitan Washington Council of Governments, will draw on his experiences as an elected official to comment on Schuetz’s presentation.

QAP equity scorecard meeting

The BlueGreen Alliance Foundation (BGAF) is in the process of developing a ‘QAP scorecard’ in an effort to strengthen standards within the nation’s largest affordable housing program. In addition to energy efficiency and healthy building practices, the scorecard will include an equity section and adopt scoring criteria and best practices for incorporating racial equity provisions in communities assisted by Low-Income Housing Tax Credits (LIHTC). BGAF has contracted with Miriam Zuk, Ph.D. of Ground Works Consulting to support us in the development of the equity criteria to be included in the scorecard. This informational sessions will be held to share existing information and to gather input from stakeholders on how to best capture the various ways that LIHTC/QAP intersect with equity for the purposes of the scorecard.

When the Rental Assistance Runs Out: The Future of Eviction Diversion

Many jurisdictions across the country have exhausted their federal Emergency Rental Assistance funds. While ERA funds have been instrumental in addressing the needs of landlords and tenants over the past many months, there are still many ways that court-based eviction diversion can work across the country. We invite you to join a virtual roundtable discussion on Friday, December 10, from 3-4 pm ET to share programs, practices, and ideas of how courts can innovative and continue partnering with mediation, navigators, housing counselors, and civil legal services to meet the needs of all court users in eviction proceedings. Some ideas are scrappy and can be implemented even without additional funding. Other options will require an investment of funds, and panelists will frame ideas for how courts can build something special and long-lasting when there is, hopefully, additional funding available to support this work.

We will redefine the role of systems in building our community and how we can build anew to create a Columbus of peace, justice, freedom, and dignity for all.

AOF State American Rescue Plan Fund HHS Priorities

Join Advocates for Ohio's Future for a webinar about Ohio's $5.36 billion allocation of State Fiscal Recovery Funds from the American Rescue Plan Act. Since these recovery funds were announced on both the state and local levels, we've seen many local governments reach out to their residents to identify and prioritize the needs of their communities through an open, public, transparent process before deciding on an investment/recovery plan.

In June, Governor DeWine and the General Assembly spent more than two-thirds of Ohio’s first payment of $2.7 billion. They did this with no opportunity for public input. With $850 million remaining of the first payment and $2.7 billion more yet to come, Ohio needs to have a robust state recovery plan. Since there are no plans from the Administration or the General Assembly to hold hearings, we thought we would have one of our own.

Opportunity in the Crisis: Findings from a Year of Research on Renters in the Pandemic and the Programs Needed to Stabilize Them

The pandemic-exacerbated housing crisis demands an all-hands-on-deck approach. Residents, practitioners, policymakers, funders, and researchers must come together to learn and act in real time to keep renters stably housed. The Housing Crisis Research Collaborative was launched in April 2020 to solicit and respond to the most pressing questions policymakers and practitioners have faced throughout the pandemic. Comprising four research institutions, seven practitioner networks, and various partner researchers, the collaborative works in real time to address questions around what forms of rental assistance and eviction prevention show the most promise, how renters are responding to financial stress, how landlords are responding to arrears, and which regulatory and legislative fixes have been most effective.

Join the Housing Crisis Research Collaborative and the Urban Institute for insights from published and upcoming research on how policymakers, researchers, community members, and funders can work together to support the stabilization of renters in the US during and beyond the pandemic.
